Brian will keep him from being hired by other Disney affiliates as much as possible. Any leak to the press would lead to people tracking down Ned's clients and asking questions, which would include Stephen (and possibly other people who don't want their abuse to become public drama).

Sending Killer to give him a scare is definitely the kind of thing Jon would want to do, though. If Stephen gives him the okay, he just might.
