You know, I don't actually remember how that was resolved in canon. Probably Stephen cries until they take pity on him and give the show back.
Stephen idolized Bush for a while. After the electoral loss, he did the same memory-of-a-goldfish twist he's done recently with Mitt "no, that can't be right, Mitt's not a name!" Romney.
As in RL, the show has a team of writers, who handle everything unless specifically assigned to someone else. The executive producers filter it all, but they definitely don't write it all. "Stephen" does the show based on the scripts resulting from that process (at least, when he's not making stuff up from scratch and making his director go prematurely grey trying to adapt).
The right ear is the deaf one, so Jon's definitely not voicing anything in that line =)
I'm not sure how Jon would feel about using his voice, even with Stephen, as an ongoing thing. It's still an awkward effort for him, and it's not like he can't give Stephen romantic treats in other ways, you know? Probably Stephen's name comes up again, but most of the time Jon gets his romance on by fingerspelling sexy things to Stephen while nobody else is looking =3
