I could be wrong but I think it's breaking down for kribban like this: "Stephen put something in Jon's drink that would make him wildly and uncontrollably attracted to Stephen, regardless of Jon's genuine feelings about him. Believing Jon to be under this influence, he lets Jon give him a blowjob. Until Jon began doing things he didn't like, he was completely okay with this."

Stephen clearly isn't conceptualizing this as rape, which given that he's the personification of willful ignorance and love potions in the Potterverse are predominately treated as a harmless bit of fun isn't surprising. But, from here, that looks like rape, using in a very fantasized way the "But I thought you liked it" excuse you just cited.

Now when it comes to Jon's actions, I suppose I can suspend my disbelief long enough to buy that somewhere in his brain he equates "letting Stephen think he's succeeded by blowing him" with "pretending to ignore Stephen's no's and (at least make like he's going to? IDK, it wasn't clear to me whether or not Jon would have actually gone that far) fuck him using more obviously coercive magic in the hopes that it'll make Stephen realize what he'd done wrong". But the immediate response of "oh no, Stephen's a rapist" is coming from the place of "he is the instigator, he is the one who believes that he's drastically altered Jon's desires and is perfectly content with that until Jon starts doing things he doesn't like."

The fact that this is written in Stephen's POV only accentuate this: when Jon starts acting more overtly coercive, it's presented with in the framework of Jon acting on desires that Stephen has imposed on him without his consent. After the revelation that Jon has been acting with a clear head, there's enough ambiguity about his motives (like I said, was he really going to go through with it, if Stephen had chosen to wait longer to get the antidote? If he cared enough about Stephen that he didn't want him to be expelled, why would he rape him? Is this secretly a dark!Jon fic and he it was less that he didn't think Stephen deserved expulsion and more that he wanted revenge?) that we focus on Stephen's more clear-cut leap over consent.

tl;dr: I found this fic to be really fucking disturbing.
